C | 8月19日，省政府新闻办举行新闻发布会，就《规划》有关问题作介绍。《规划》紧扣省委“132”总体部署，聚力农业农村高质量发展，以深化“千万工程”为牵引，统筹谋划做深做好“强城”“兴村”“融合”三篇文章，提出到2030年，率先基本实现农业农村现代化。届时，农业科技进步贡献率将达74%、和美乡村覆盖率超90%、城乡居民收入倍差缩小至1.77，浙江农民获得感幸福感安全感将显著增强。《规划》围绕8大任务、40项重要举措谋篇布局，将重点在建设高效生态农业强省、打造诗画浙江和美乡村、增进广大农民群众福祉、推进城乡一体融合发展四个方面“闯”出新天地——如何让农业成为有奔头的产业？浙江将统筹发展科技农业、绿色农业、质量农业和品牌农业，突出农业科技创新和产业创新深度融合，明确发展农业新质生产力、构建多元化食物供给体系、健全浙江特色的现代农业产业体系等重大任务。谋划实施“人工智能+农业”等行动，深化科技强农机械强农；实施“多田套合”农用地布局优化、粮油大面积单产提升等行动，稳固粮食等重要农产品生产能力；实施现代农业园区提能工程、新时代农业“强龙”工程，推进优势特色产业集群建设和“土特产富”全链发展优质优价，着力把农业建成现代化大产业。乡村如何吸引人、留住人？《规划》突出片区组团、乡村运营、青年入乡等抓手，明确诗画浙江和美乡村建设重点任务，包括深入实施农房改造、管线序化、村道提升等行动，提升农村人居环境建设水平；以产业为纽带、以重点村为节点，因地制宜推进乡村片区组团发展；坚持以市场化机制开展乡村运营，实施乡村运营提升行动，大力推进青年入乡发展等。钱袋子鼓不鼓，是农民最关切的“头等大事”。《规划》打出富民“组合拳”：坚持富民产业带动、培训提技提薪、创业就业服务、资源资产盘活等多种举措，并谋划实施农民持续增收行动、农村“一老一小”公共服务提质工程、“相对薄弱村”帮扶带动行动等。同时，深化实施山区海岛县结对帮扶行动，加快建设人文乡村，打造“浙里善治”样板，让乡村既有“颜值”也有“气质”，让农民既富“口袋”也富“脑袋”。城乡一体融合，关键在打破壁垒、畅通循环。《规划》以改革破题：因地制宜建强“县城—中心镇—重点村”发展轴，深入推进城镇基础设施向农村延伸辐射，打造乡村集约高效优质的生产、生活、生态空间；深化基本公共服务一体化改革，推进全域教共体、医共体、康养联合体、公共文化共同体等建设；深化农业转移人口市民化、青年入乡、集体林权、用地管理、产权流转交易等改革，不断拓展城乡一体融合高质量发展通道。
